About Saffron Square
Saffron Square is a town square and high-rise building in Croydon. The purple and red Saffron Tower is currently the second-tallest building in Croydon, boasting an impressive 43 floors and standing at 134m tall.
Saffron Square was part of the Croydon Vision 2020 regeneration plan for the London Borough of Croydon to add to its goal of being London’s Third City.
Implementation
eCam in Action
eCam was first implemented on the site on December 6th 2023, the system underwent a series of AI learning procedures, enabling fair enforcement by understanding how long drivers realistically should take to pass through the "keep clear zone".
After adding client enforcement updates, eCam became fully operational by April 2024, recording a massive 78 PCNs for the month
Site Signage
A total of nine UKPC-branded signs have been strategically placed across the site, including at entry and exit points, to maximise visibility and ensure clear awareness of parking regulations.
Summary
This study demonstrates the success of Intelli-Park’s eCam system at Saffron Square, Croydon, in tackling unauthorised parking.
The system reduced parking violations by 89.74% within 8 months through its 24/7 operation, recording number plates, and ensuring continuous, fair enforcement. The number of Parking Charge Notices (PCNs) dropped significantly, peaking at 78 in April 2024 and reducing to just 8 in November 2024.
eCam provides a long-term solution to prevent parking abuse. It offers lasting benefits by maintaining site parking regulations and improving traffic flow around the building.
The Problem
The Saffron Tower reported high-level vehicles stopping in a hatched “keep clear” marked bay leading to the entrance of their secure car parking facility.
As a result of this single lane being blocked, traffic flow was disrupted, removing residents' ability to enter their designated spaces and causing traffic to spill onto the busy adjacent main road.

eCam is the only parking solution on the market capable of effectively addressing this parking abuse. This solar-powered solution is designed for quick and seamless installation, making it a highly efficient choice for various sites. Once fully operational, the eCam on site reduced unauthorised parking by almost 90% in just 8 months. During this period, the camera successfully recorded 455 breaches of terms, ensuring word spread that parking misuse would no longer be tolerated at Saffron Square, leading to a long-term reduction in parking breaches.
PCN Summary
From December 2023 to November 2024, a total of 455 Parking Charge Notices (PCNs) were issued. Enforcement activity peaked in April and May 2024, with 78 and 76 PCNs issued respectively, as the system became fully operational. By November 2024, unauthorised parking had significantly declined, with only 8 PCNs issued. This sharp decrease demonstrates the eCam system’s success in promoting compliance and reducing parking misuse over time.
