To show impact of a collaborative partnership between Intelli‑Park and Frimley Health NHS Foundation Trust to design and implement a fair, efficient parking management system.

The project tackles longstanding pain points, ranging from permit issues to enforcement challenges, and the need to deliver a cost-neutral solution to improve compliance and increase convenience for both staff and patients.

Frimley Park Hospital faced persistent parking challenges that negatively impacted daily operations and patient experience:

  • Abuse of undesignated spaces: Staff & contractors frequently parked outside of their allocated bays, causing a lack of spaces for patients and colleagues.
  • Antiquated permit system: An outdated permit system made managing thousands of staff, visitor and contractor permits difficult and time consuming.
  • Overstays: Blighted by large scale parking overstays, traffic turnover was slow, and availability suffered, leading to an increase in missed appointments.
  • To ensure accuracy and completeness, all pain points were reviewed and confirmed in partnership meetings with hospital stakeholders.

    Phase 1 – Education, Parking Wardens and Permit Holders

  • Warning period: Over a two-week period, our dedicated wardens issued educational "mock" PCNs to staff committing parking violations, helping them to understand the sites’ parking rules.
  • Stakeholder engagement: Regular briefings and feedback sessions ensured staff understood the management process, ensuring buy‑in before full enforcement began.
  • Phase 2 – eCam Surveillance

  • Targeted coverage: Eight high‑resolution eCams were installed to monitor double yellow lines, hatched zones, blue badge bays, and emergency exits.
  • Real‑time alerts: Instant notifications empowered wardens to address infringements promptly and fairly.
  • Outcomes and Early Results

    Rapid compliance gains: Within our first 2 months of full enforcement April - May 2025, we recorded a 21.2% improvement in parking compliance.

    Improved turnover: Reduced overstays freed up bays, cutting peak‑time queueing and enhancing patient punctuality.

    Positive feedback: Staff and patient surveys indicated greater clarity around parking rules and smoother arrival experiences.

    Implementation and Partnership Highlights

    Cost-neutral setup: All installation fees were offset against net commission earnings, with additional revenue share options available for the hospital.

    Joint governance: Intelli-Park's Commercial Director worked alongside the hospital’s facilities team, holding regular review meetings and adjusting processes in real time.

    Staff training & support: Solutions workshops equipped Frimley Park’s team to manage permits, interpret analytics, and liaise with enforcement officers.

    Working closely with the hospital’s comms team, we developed custom graphics and messaging for all critical areas, from entrance points and patient drop‑off zones to accessible bays and permit holder spaces, ensuring consistency with their visual identity and clear guidance for both staff and patients.

    The Next Steps

    Following on from the successful implementation of our parking enforcement and management services, Intelli-Park is now in the process of introducing an updated ANPR and Payments system. accurately monitoring all traffic entering and exiting the site, and integrating quick and easy ticketless payment options and permit systems.
